This is the hidden theme in shows like the walking dead. When they are in the "wild" constantly killing zombies the group becomes hardened. When they create gated communities and have people guard them, the citizens become weak and pacified. They have to strike a balance in which you can have safety but also remain brutal and relentless.

The sad caveat of a jew run system. In a sane world, if anyone attacks anyone, barring previous agreements (eg: simple bar fights with both participants agreeing to fisticuffs), the defender should have full authority to end the life of the attacker/s.
