This is probably due to AFC designation rather than FIFA. Because Israel has struggled to play nice with her neighbours they haven’t been able to participate in AFC tournaments or qualifying for decades, instead competing in UEFA competitions. The Palestinian national team does however compete in AFC competitions. As Qatar are also an AFC member that’s likely just the name for the Israel/Palestine region from an AFC perspective.

Something we would have to institute early on, and I mean early, is a history/spiritual divisions to do real research into this shit.
