I would imagine it has to do with the fact that the FBI have changed the way they collect their stats by using a new program, and many locations are not able to report in the new format yet.

Even for the raper / murder stats, I believe many of the larger cities did not even report, like NYC, LA, etc..

I wonder how much worse they would be.
