Ultimately a credit card company, for instance, isn't in a great position to mediate disputes. It's just a charge to them. They have no idea about the details the agreement the parties thought they were getting into, nor any idea what actually transpired. The idea of a third party guarantee is supposed to make the consumer spend more freely, but in case of a dispute the intermediary could just as well side with the merchant. I think it promotes more trust when transactions are final and verifiable. Nothing is going to stop people from scamming each other. Just best if the payments system is at least predictable.
I had some experience with this during the "pandemic". Businesses were shutting down left and right. You couldn't necessarily get anybody on the phone out to figure out wtf was going on, but it was pretty clear certain prepaid services were no longer going to be rendered. So I filed a few chargebacks, naturally, for the stuff that was no longer happening, only to find out that they'd answer Amex's emails, just not mine. Ultimately, I had better luck resolving this stuff by discussing it with the businesses themselves, as they got their shit together, than I ever did with a chargeback. And these were transactions that were done in good faith on both sides.
