I used to vape and make my own coils so I used ohm's law to calculate a resistance that would generate enough heat based on the specs of high-discharge 18650. Basically its a formula to get the resistance, power or voltage based on two of those variables. ((V * I = P) if I recall correctly).
When you have ruled out all other possible answers as impossible, then whatever possible answers remain, no matter how improbable, must be correct by way of elimination.
Ohms is resistance and something something about half the voltage. That's all I got. My expertise isn't in electrical engineering, it has more to do with gas, volume and concentration.
Without resorting to symbols, Ohms law states that the flow of electric Current—that is, energy per time—is proportional to a relative electric charge difference we call Voltage, and inversely proportional to the Resistance of the medium/material through which it flows.
Hopefully that would also explain it to a layman. I didn't want to use the word "potential" because I always confused the noun with the adjective.

Voltage pushes current through resistance. Not enough voltage to overcome the resistance and you get little current.
Regardless of whether current is pushed by 50,000 volts or 120 volts, 1 amp is 1 amp it's just much harder to stop the 1 amp pushed by 50,000 volts.
Assuming two equal measurements of current, you can think of voltage like a pump and current like water in a hose. Resistance is you trying to stop the water from coming out the other end. Assume the rate of water flow is the same, you can easily stop the water being pumped by a really small pump with your hand but a much larger pump you won't be able to stop the flow. Your hand is the resistance (the lightbulb or other electrical device that has resistance in an electric circuit).

Current is literally a movement of charged particles. No stream, no pain. No flow, no go. Voltage pushes the current. It's as simple as that. You can have 10000000000000000000000 volts, if there is no movement of charged particles, you will have no chunks. You seem to think amperage exists in a vacuum on it's own. It does not. Look at the formula. What happens to current(I) if voltage is zero? I=V/R The formula exists for a reason. You will never have current if you don't have a voltage and the current will be infinitely smaller as the resistance increases.

Anything over 35 volts will pass throughout the human skin. Anything over 600 volts will likely blow a hole in the average person.
