When I was a kid most of these type of asylums were still in use. The scandals of electroshock and lobotomies were a thing of the past. The asylums were respected institutions that provided compassionate care to disturbed people.

They closed because our Government choose to close them. They literally just turned out the residents onto the street. This happened back in the early 80s. Where did they all go? They went to the streets. Practically overnight every major city had a population of bums and beggars. Ever notice how a huge portion of bums don't seem quite right in the head? Before 1980 we used to take these people and send them to big hotels in the woods where they could live a clean life and get lots of fresh air away from the rest of civilization where they just shit stuff up. After 1980 we make these people live down under the overpass and beg for food. All the homeless camps you see today? same thing except now we have junkies too

Because we stopped killing them.

Because people didn't put up with the ridiculous bullshit that is accepted as normal.

Because the people that used to be locked up in them are now running the world.
