As industrialization led to more male deaths due to factory, mining, and other industrial age dangers, and more women had to join the workforce, this became a "head of household" issue, as well as a "no taxation without representation" argument.
Also remember, this Amendment was passed By Congress, and then ratified by State legislatures, not by the people directly. Therefore, this was a bi-partisan effort, as both parties leaders pushed for this - the Ds from a commonfolk agrarian perspective, the Rs from an urban, workers rights, Progressive perspective. Plus, both parties were catering to the incoming immigrant wave from Eastern and Southern Europe, and could double the voice of these bribed and influenced easily in their new country by including women in the voter rolls.
