So how does this apply to end-to-end encrypted services? Do they provide software to service providers to intercept....what? I don't understand how this could work.

"End-to-end" encryption that can easily be circumvented at the operating system level will be allowed to exist, because it's window dressing.

Encryption that is functional will be banned from app stores in that geo.

I think it is just made illegal unless it is something that can be monitored (the central server has the PKs from both parties stored).

End to end is able to be surveiled as far as I know. It's fake encryption sold to the public. WhatsApp is endtoend, but a court order will reveal all the info since WhatsApp have the encryption key. The only thign endtoend offers is that no one can listen in without the keys.

Does that mean that 100% of politician and ruler's messaging will be available to the public on request? can we ask for UN messages?
