Probably a few reasons:
1) weight. Yes, cameras are light, and all kinds of attachments already add weight, but anything that can be done to decrease the carry weight of a weapon system is useful. Just like when planes save tons of fuel by losing a few pounds of structural weight.
2) electronics. Power sources add weight - see above - and also with high impact environments, electronics don't seem to stay working very long.
3) cost. to improve the working life of electronics takes a lot of money.
4) reliability. exactly how often will the gun be pointed at the target and how easy is it to lose aim?
My cam is always square and records very decent. Hollywood cop shit is intentional. My $85USD cam some how doesn't act like US LEO devices of obscurity
