Not yet. I think between all the witch hunts, one will bring charges eventually. I don't know if they'll have to "arrest" him to do that.

I will tell you normally when a person has done something in one state and they put themselves in another state and don't present in the first state, usually nothing happens. Half the people in FL are wanted in another state. Alaska also has a shitload of lawbreakers hiding out.

Good question. It was recently said by Van Jones, a CNN reporter who used it in 2016, but the phrase apparently goes back a while. I don't him any credit for doing any research, so it was probably given to him by his writers to use. Someone likely did a NexisLexis search and found this "gem".
