If he 'fathered' that many kids as a donor in a medium sized community, the chance of two siblings unknowingly getting together is significant.
That would be incest.

That's just the political version. As far as biology is concerned even if your parents are the same there are no actual dire implications. You'd have to keep it up for a few generations for side effects to manifest.
