Went to the "International Market" today to pick up some spices for the occasional asian meal at home. At the front door, there is a white homeless guy in dirty clothes begging for money. Go inside, and the place is full of nicely dressed asians and africans buying stuff. I was the only white guy inside. At the register, almost everyone was using the gubmint card to pay (EBT, WIC, etc.).
On the way out, I would have given money to the homeless white dude, but he was smoking a cigarette. I try to be generous to others, but if you are down-and-out and spend money on cigs and/or drugs and/or alcohol, then I won't waste my money.

That's not how decriminalization works. Portugal has some of the most liberal drug laws in the world, and some of the least drug abuse. Legalization is actually a good step towards it being less alluring.
It's the surrounding culture that encourages people towards drug abuse. You can't have a multiculti GAE-type nation and not control drugs or your tax slaves would just do cheap drugs until they died(of drugs or old age) instead of supporting your luxurious lifestyle.
