IIRC, it was originally a liberal bullet point from a different country (Canada maybe?) that said they wanted to "-cut the homeless in half" as a funny typo on their platform.

Then other libs saw it and decided to make it super funny by taking the accidental joke, removing all subtlety, and adding '-Conservatives' to the end.
