Because system won't block new users with negative points from commenting further. Thereby defeating its only real value of voting which throws away a communities ability to self correct.

Accounts with negative points are rate limited. I can increase or decrease the time out depending on circumstances. Voat allowed 10 posts per day. All I have to increase the time out to 2.4 hours and it's the exact same limitation. Raising it hasn't really been necessary, but maybe it is now if whoever this is won't stop.

He's not going to stop. He's been at this for months. I don't see why a new account should be allowed to make three posts right off the bat. One with a 24 hour waiting period, then apply rate limits if negative.
