Brits do this as well. It's a nicety. It tends to make it sound as if you are inviting conversation and including your conversation partner in the dialogue, rather than just talking at them. It doesn't turn a sentence into a proper question, but into something more like a suggestion. It's rhetorical, and it also softens the edge when you are disagreeing with someone.

While there is logic in what you're saying, I'd prefer the edge of disagreement to be sharp enough for them to get the point? The nicety makes them sound wishy-washy and unsure of how the world around them works?

My pitch peaks on 'hot', then after the comma it remains at the same pitch, or drops a bit. I don't believe I'd converse with someone who speaks in rhetorical niceties, because IMO it makes their sentences sound valueless.
