Here is the reason why people do not do this:
Morality: You will be a murderer, a terrorist, someone who has given up on changing the system legally, as most such regimes will still be holding (rigged) elections, and has turned to violence instead, an act that is considered "cowardly" by most (laughable considering that picking a fight with the cops is a very risky move).
Public Opinion: If you disagree with the above, it may matter to you that most others will, the state will be constantly telling you that anyone who dissents is some combination of pathetic, stupid, crazy, evil, or whatever other label they could be discredited with. You'd not only be going up against a faceless state, but your family, friends, lovers, co-workers, and peers. You will be gaslighted into thinking that you are the one with the problems, and so shall they.
You are talking about killing cops here, men who are just doing their jobs, to protect their country, for your sake, with their own loved ones who will miss them. When they die the system will drag out how good these men were that you had slain, they will drag your heart through the burning coals of guilt and shame for having harmed them, to stand by your cause after killing for it means appearing before the world as a heartless monster, and your sanity will be constantly tested as they try and make you feel like you are insane for opposing the system, and moreso for killing in the name of this opposition.
Nobody else will back you up, you will be a lone wolf and eventually be overpowered so that they can ruin your 9mage and that of your cause, like a reverse-martyr your fate will be used as a means to turn people against you and everything your actions represented, tough you fought for the sake of your country, you will be an example of everything your country stands against, an enemy of it's national values.
You see this in a microcosm within all human organizations, companies, cults, criminal organizations, organized religions, etc. (do you like my alliteration?)
Yeah, these are just a few reasons why people aren't going to do anything, on top of getting BTFO'd and facing any of the more physical consequences for their actions, I'd like to remind you that this is a small corner of the internet with very extreme views held by a very small number of people on the margins of society, try and look to the outside of places like this from time to time, to see the greater picture and develop understanding for why things are the way they are.
