Ukraine has it's entire Gov operating costs underwritten by the US, salaries/ retirement benefits etc, all the pensions and civilian govt benefits etc are being paid for by the West - i found that out when last year Ukraine stop paying Govt benefits/ pensions to anyone residing in the annexed areas of Eastern Ukraine.(Russia pays them).
