Here is the rub: if it is on a light pole or down in the subway, that is municipal property and the cops can’t say shit because the Department of Sanitation should have fined the perpetrators or at least removed the posters. I have done it in front of passing patrol cars and was not questioned or detained.

I think NYPD is saying that those posters are probably on the side of someone’s house or business, which is private property and you would need permission from the owner to remove them, then.
