You give the guy who won't let you over a false relief that you have no intention to get over then, BAM - cut his ass off.

Ive used the same move on the 101 a-many times. It works and, yes, it pisses people off. And its effective when you need to get over but they're accellerating to prevent you. Basically it gets their foot off the gas.
