develop lists or guides for advertisers that tell them where to and where not to spend
This is the central issue. They think they can control the narrative and the free flow of information through advertiser dollars.
What they can't wrap their head around is that advertisers spend ad money to get their brand in front of their customers.
While massive multinational multiconglomerate corps can push money toward social agendas, most small and medium businesses use ads to generate sales and couldn't give one fuck about the message as long as their customers see the ads while getting that message.
This is why they are failing and will continue to fail. The people don't need advertising. Advertisers need the people.
