UK gets 39b almost right off the bat. That must be post WW2 aid. I don't know what the rest of it would be, but a lot of this is really scratch your back scratch mine stuff. A lot of aid is just taking money from public coffers and putting it into private ones. It doesn't have to go to a poor country. It doesn't have to be food.

Because the US was the only country left that had a functioning economy and infrastructure after the war. We had to bail everyone in Europe out. There were actually plans to remobilize the German army and invade the Soviet Union but they decided not to go through with it.
