This is called a "link tax". If you don't see the words "link tax" (or similar words) in an article describing this type of legislation, it's biased reporting.

This has been tried in a few places over time. The Government wants money for each click on a link to a news site.

What's particularly crazy about this is the fact that it is the opposite of how the internet works. If you are a news site (or any website for that matter) you desperately want news aggregators and search engines to provide links to your content.

The news aggregators, search engines etc. provide free traffic to your web site or app. You then make money because you display ads, get paid members, get patreon supporters, etc. That is how the internet works on a basic level.

Sometimes you even have to pay for traffic to your site: Google Adwords exists for sites that don't organically appear in search engines, and you pay Google to provide a link to you.

This legislation turns the search engine / web site relationship on its head. Instead of being thankful for getting a link from a major content provider, now websites are supposed to be paid in a sort of insane reverse anti-Adwords. Instead of being grateful for traffic, these websites now expect to be paid per-link and get free customers.

Using a pre-internet example, it's kind of like forcing the Yellow Pages to pay businesses for free advertising in their directory.

In fact it's so insane that Facebook just said fuck it we're not playing. We're not going to 1) provide you with free traffic 2) then pay you for the privilege?

Only a fucking government could concoct such a scheme.

It's actually worse than this. The government acts as a middle-man, news sites don't get the money directly per-link. It goes into a pool which is then doled out by government. You can imagine how wonderfully fair and legitimate and totally not-corrupt this will turn out to be in practice.

This isn't quite correct. What happened is that Canada said social media sites likes Facebook have to now pay a fee to the original news content creator (typically those legacy media companies) when their content is posted to Facebook. Facebook said no way and instead banded Canadians from posting any link to a media site. Fucking hilarious actually. This means it makes it really hard to spread the government's and lame stream media propaganda around. They figured that 25% of all news was spread on Facebook in Canada and the establishment just shot themselves in the foot. This is actually a win.

The US is an almost entirely controlled economy. So all the high production value news, that has access to all the high production value advertising and advertising platforms is what reaches the vast majority of America.
