He didn't read you your rights because he wasn't asking any questions. You had a warrant over the unpaid ticket and he saw that when he ran your plate. If the 40 wasn't opened they're less likely to care.

Like someone else had mentioned, a Miranda warning (being read your rights) only applies if the cop is going to ask you questions that he'll use against you in court.

Under the law, you are only required to be read your rights at the initial hearing in front of the judge, where you might say or do something that will be used against you in that court.

The cop treated you as if you turned yourself in. He could have arrested you or you could turn yourself in.

Sometimes cops are nice, sometimes they're assholes, sometimes you're just lucky. There's no accounting for some of the bullshit. Thats my view. I got pulled over for speeding when my daughter was like 4 years old. I was lucky she was there. Cop sticks his head in the window "do you know why I pulled you over sir?" I nod my head yes, and the little angel in her car seat in the back pipes up "Is daddy going to jail?"

Cops looks at me, grins, says "can you slow down sir?". I nod and say "absolutely". Lets me go, not even a warning ticket.
