We did see this play out in Ukraine, where all the Jews left and then they shut down the borders.

A law would be too obvious. Young Jews eligible for the draft would simply leave for Israel or South America and the ones staying will get some sort of medical or religious exception. Just like kids of politicians and billionaires.
