Yes. The DNC can nominate a candidate if Biden withdraws, dies, or declared indelible (presumably the 25th amendment).
But to your point. No they can't just do what they want. The DNC certainly would not be able to break easily read ballot access laws to put in an illegitimate candidate. Every red governor and secretary of state would have a legal, professional, moral, and committed obligation to prevent that from happening. However, that's a moot point as it appears, in the law, they can, which sucks.

A party, any party, can pick whomever they want as their candidate, and can make up whatever rules that they want regarding candidate selection. And, the democrat, Republican, and Independent party have qualified for ballot access in all 50 states, meaning that the ballot can reflect that a candidate is part of that specific party's affiliation. In New York, for example, a candidate can list the DSA as their party affiliation in addition to the Democrat or Independent party, whereas in Texas, a candidate cannot list the DSA as their party because the DSA isn't a qualified party in Texas.
However, ballot access laws do not allow for a party to bypass the candidate's filing requirements. This is one of the fundamental principles of a free and fair election.
How is a candidate that had filed to run for office by the deadline expected to compete against a candidate that hasn't filed, only to have the unfiled candidate show up, last minute, to run to avoid all the scrutiny of the election process?
These laws are specifically written to avoid some magnanimous douche, like Newsome, from doing something spectacular at the very last minute, swing in, and get elected as a result of some political stunt and thereby avoid a proper vetting by the electorate and the opposing sides.
The state's deadlines to run for president are set with the time deemed proper, by the state, according to their own state's laws, to properly vet a candidate by the people and the opposing parties. None of these States have any exemptions that would allow the party to bypass these law.
The DNC isn't the people who get to vet their own candidate to run for president. They have their own way to pick their own candidate, but the people and the competition deserve a fair chance to investigate that candidate. It would be absolutely unfair to Trump, the GOP, the Independent party, and all of the voters to allow an unknown, or little known, candidate to show up in July with all the opposition research that this unknown has against his opposition, because the opposition met their deadline requirements, but not give the opposition time to gather research on the newcomer.
If a candidate could run without having to meet the deadline why would anyone file, and why even have a deadline? These deadlines were written for all political offices, including the office of president and exist despite the existence of laws regarding party affiliation and party requirements.

It looks like, for Texas, that yes, if Biden withdrawals or dies, and the DNC of Texas makes a rule to extend the deadline, they can have an alternate candidate placed on the ballot.
