Supposedly this is from the first round of elections. National Rally got the highest vote totals but didn't exceed 50%, which triggered a run-off with the 2nd highest. So in the 2nd election all the people who voted for other candidates went "noooooo, no far-right!" and voted against NR and Le Pen.
