Tectonic plates. Tides are speculated to be water receding into fault lines along the ocean floor, the water undergoes a cleansing at high pressures underground and shot back up through those faults and geysers which causes the tide to rise. This would cause earthquakes to occur as well as being much more logical than moons theory of gravity overcoming earths theory of gravity in order to pull on the ocean.
