You could buy and own caravels with cannons. It would be the same as citizens owning tanks or fighters.

I know it's insane. The 1920s to now were the tightening of the grip from the government over the 2nd Amendment. Authority they did not have, but went there anyway. The size and number of cannons they had aboard ships was far more impressive and there were privately owned ships intended for commerce raiding.

Also repeating firearms had been successfully used in combat a century before the Constitution was written.
