I've seen videos of cell batteries exploding and generally it appears that they get hotter and hotter before exploding. The videos I've seen of this is more like a message comes in and then it explodes a few seconds later. I haven't seen anyone notice the warming and tossing it away or anything like that. They just explode catastrophically. I have a hard time thinking it's just battery failure but don't have any other recommendation on what's happening.

I also think they were tampered with but I don't know about blindly hoping the bad guys got them. If the intent is to cause fear and pain then the distribution could be more random and have that desired outcome. I have heard others mention that doctors often have pagers and while medicine is largely bullshit, losing a bunch of doctors would be disastrous to a community.
