Even if they did, they would need to be to aim it. It doesn't matter if you break apart the hail directly above you if there's high winds as it will be hail from the direction of the wind that hits your orchard.

A hail cannon, also known as an anti-hail cannon, is a device that emits shock waves into the air to prevent hail from forming. The cannons are made up of a combustion chamber that ignites acetylene gas and air to create a soundwave, and a cone that funnels the soundwave directly above the cannon.

Hail cannons are fired every 1 to 10 seconds while a storm is approaching and until it has passed through the area. They are often used by farmers, but there is no scientific evidence for their effectiveness. Some tests in Italy concluded that there was no difference in hail damage between protected and unprotected orchards.

What about that old timer that flew a bunch of cloud seeder aircraft around a couple of major wars of the last century. If I remember correctly he was quoted as saying "give me 5 aircraft and I'll move a storm anywhere you want." He was an air force guy I think.Alex Jones talked about it.
