They are not incarcerated as firefighters, they are prisoners trained to fight fire. According to that article.

CDCR operates more than 30 “fire camps” across the state where people serving state prison sentences are trained in firefighting and support

The firefighters earn $5.80-$10.24 per day plus $1 an hour when responding to active emergencies

The already for profit prisons which should not exist are making big bank on this scam.
