no that's because of permafrost. Omsk is not in the permafrost zone it's relatively far south in Russia.

As remote as that village is, there's a big town a couple miles to the north that's inaccessible by road when the river isn't frozen. 17F at the moment.

I think she said she lives in Tyumen and this is a village her grandparents have a house in that she visits sometimes. Pretty typical for Russia.

Right. Village life is pretty basic in Russia. Ukraine too. Too bad the weather makes all but the Black Sea coast unlivable. Even the Sochi area sucks badly compared to the California coast.
