Richard Scarry likely had no clue why his work was approved and others weren't, likely he didn't know what could have been published instead of his works, the author needs not know these things, only that they're work was picked up for popularization.
The people who gatekeep what media gets to the masses simply choose who the public is exposed to and who they dont get to see.
