My guess is not very far. I think it might be the laser out of a laser cutter. Those require focusing bits. Focusing bits means you don't get to be focused at all ranges.

The most powerful laser I have is 5watt. It will burn things, but it does need to be focused for range. You can unfocus it and have a wide laser that doesn't really burn anything, or you can focus it to a certain distance and see the laser converge to a point and then scatter past that point.

To burn cardboard this quickly I assume this thing would blind nearly instantly within a few hundred feet, focused or not.

People might be able to blink and move out of the way before getting blinded but I'm guessing this thing would cause irreversible damage instantly.
