(b) Prohibition of Military Assistance and Arms Sales

No funds authorized under the Arms Export Control Act (22 U.S.C. 2751 et seq.) shall be used to finance the sale, transfer, or delivery of defense articles or services to the Government of Israel.
All existing military aid agreements, including those under the 2016 Memorandum of Understanding (MOU), shall be suspended indefinitely.
(c) Revocation of Defense Cooperation Agreements

The Secretary of Defense shall terminate all cooperative defense programs with Israel, including joint missile defense programs such as Iron Dome, David’s Sling, and Arrow.
SECTION 4. ECONOMIC SANCTIONS AGAINST ISRAELI OFFICIALS PROMOTING HOLOCAUST DISTORTION
(a) Designation of Foreign Officials for Sanctions

The Secretary of State shall designate Israeli officials, including Prime Minister Benjamin Netanyahu, under the Global Magnitsky Human Rights Accountability Act (22 U.S.C. 2656) for engaging in Holocaust distortion and misinformation.
(b) Sanctions on Assets and Travel

All assets of designated Israeli officials within U.S. jurisdiction shall be frozen.
Designated Israeli officials shall be denied entry into the United States under Section 212(a)(3) of the Immigration and Nationality Act (8 U.S.C. 1182(a)(3)).
SECTION 5. REALLOCATION OF FUNDS TO HOLOCAUST EDUCATION AND DOMESTIC INFRASTRUCTURE
(a) Reallocation to U.S. Holocaust Education Programs

Funds previously allocated for Israeli foreign aid shall be redirected to expand Holocaust education programs in the United States.
(b) Reallocation to U.S. Domestic Infrastructure

The remaining funds shall be used for veteran services, infrastructure repair, and national security enhancements.
SECTION 6. WAIVER AUTHORITY
(a) The President may waive the provisions of this Act only if:

The Government of Israel issues a formal, public retraction of the statements denying U.S. contributions to the Holocaust.
The Government of Israel agrees to educational reforms ensuring historical accuracy.
(b) Congressional Notification

Any waiver issued under this section must be submitted in writing to Congress at least 30 days before taking effect.
SECTION 7. EFFECTIVE DATE
This Act shall take effect immediately upon enactment and apply to all future foreign aid authorizations for Israel unless otherwise repealed by Congress.

Holocaust denial and historical distortion undermine the memory of the victims, fuel antisemitism, and harm the credibility of historical truth.
On [date], Israeli Prime Minister Benjamin Netanyahu made statements falsely claiming that no nation assisted Jews during the Holocaust, contradicting documented historical facts.
Public officials who distort Holocaust history and undermine U.S. national security interests through misinformation should not be granted entry into the United States.
SECTION 3. INADMISSIBILITY OF INDIVIDUALS ENGAGED IN HOLOCAUST DENIAL OR DISTORTION
(a) Amendment to the Immigration and Nationality Act (INA)
Section 212(a)(3) of the Immigration and Nationality Act (8 U.S.C. 1182(a)(3)) is amended by adding the following:

"(H) Holocaust Denial and Historical Distortion – Any alien who, in an official capacity, knowingly engages in Holocaust denial, historical distortion, or public misinformation that undermines the documented role of the United States in liberating Holocaust victims, and whose presence in the United States is determined to be contrary to U.S. foreign policy interests, shall be deemed inadmissible."

(b) Application to Specific Foreign Leaders

The Secretary of State, in consultation with the Secretary of Homeland Security, shall designate Benjamin Netanyahu as a foreign official whose entry to the United States is restricted under INA Section 212(a)(3)(H).
(c) Waiver Authority

The President may waive the application of this section if they determine that such a waiver is in the national interest of the United States, provided that the waiver is reported to Congress within 30 days.
SECTION 4. SANCTIONS ON FOREIGN LEADERS WHO DISTORT THE HOLOCAUST
(a) Targeted Sanctions
Pursuant to the Global Magnitsky Human Rights Accountability Act (22 U.S.C. 2656), the President may impose economic and travel sanctions on any foreign official who engages in systematic Holocaust distortion or denial.

(b) Restrictions on Diplomatic Engagement
The U.S. shall prohibit official diplomatic meetings with any foreign official designated under this Act unless deemed essential for national security.

SECTION 5. REPORTING REQUIREMENTS
(a) State Department Report on Holocaust Distortion

Within 180 days of enactment, the Secretary of State shall submit a report to Congress listing:
Foreign officials who have engaged in Holocaust distortion.
Measures taken to counter Holocaust misinformation in international relations.
Recommendations for further action.
SECTION 6. EFFECTIVE DATE
This Act shall take effect immediately upon enactment and apply to all future instances of Holocaust denial or distortion by foreign officials.
