An easy one for Trump:
Universal Federal hiring freeze.
The retirements will shrink government almost painlessly. This should include the military. All Federal Agencies. Imagine the shrinkage over 4 years. And should the Republicans win again next election, Vance could continue the program.

Hiring freeze doesn't do what you think it does. The government has no shame in using private contractors and if too many people are cut the offices can be emptied of talent and stuck relying on contractors.
