According to the article, this POS is likely an illegal, as the authorities wouldn't verify his immigration status, and he needed the services of an interpreter.

That's probably the reason behind the laughably lenient sentence for a crime of this magnitude - the city didn't want to draw any more FED attention on their illegals.
