Great question. I think that what is left out here is the point of a vaccine. Allegedly a vaccine can provide immunity without causing symptoms. Catching measles definitely provides immunity, but also will likely cause symptoms.

I think that's the justification that he made to himself to take the position that he's in.

They told him that he could be the HHS secretary if he promised to endorse the vaccine, so he pretzled himself into this position. He isn't pushing the vaccine but he isn't opposing those who take it. Mental gymnastics.

Sure, but he's not wrong, either. He simply didn't add the addendum, "if you give a shit about getting measles ..."
