Old people aren't able to process emergency. They almost aren't processing sensory at all. We actually ask quite a lot of them. While their sensory response is deadened to almost nil we ask them to function as normal people. Imagine trying to do that yourself, live in a world where everyone has 100x the response time you do.

Also the cyclist wasn't paying attention to his surroundings either. Probably focused on his camera. A car pulled in front of him going 2 mph while he had like 80 feet to respond and he did nothing. Didn't even break. Is on the most agile vehicle and can even dodge a 2 mph car.
