Dumb. Just build 2 or 3 new mega prisons in North Dakota somewhere. You'll save money in the long run and it will be safer and more secure for prisoners and staff alike. This is more symbolic than practical.

If it wasnt clown world i would like to think it would be to incarerate illegals all in one place to better facilitate a fast tracked due process/ status hearing, then it's straight to the airport without their feet touching american soil again - do not pass go - do not collect anymore NGO gibs - and every three weeks another batch is moved in from other holding centers etc for their 3 week due process stay.
