Seems to me the issue is with the Monitor? I can find out by swapping it but you're the goddamn expert! You tell me!
Edit: turned the PC off and when I turned it on got a message about Windows not loading properly and advanced repair or restarting. Fiddled about in Settings with Windows updates and ... the PC (desktop) is going ok for the moment.
Is the cord from the computer box and monitor loose? Most of them have screws built-into the monitor cord. Otherwise, maybe update your drivers to whatever your Windows XP or Windows 98 latest compatible version is. Don't delete your system-32.

1: Reinstall video drivers.
2: If problem persists, try a known good monitor.
3: Reinstall Windows or boot to a Linux live CD.
If none of the above resolves the issue, you have a bad graphics processor. If you happen to have a discreet PCIe card (probably not) it can just be replaced. Otherwise you'll need a new CPU, which will probably mean a new motherboard depending on the age of the machine (at which point you may as well replace the whole thing, especially if you've never built a PC yourself before.)

Blank as in white? Or blank as in no signal? (Off)? If white, problem might be PC (either graphics card or software). If off.. It might be simpler like cable from monitor to PC. (Maybe you moved the monitor a few too many times) The cheap alternative is to buy a new cable and try. If hdmi, just buy a normal cheap one. Don't fall for the.. 4k certified, golden BS.. If the screen is blank as in white.. Well.. More tech steps are needed as mentioned by bmn003 like update the drivers.. If you are not confident you can do it, just ask for help from someone you trust. Edit: if it's blank as in OFF, it might be a gay Microsoft issue with power saving options that turns off the monitor and has problems waking up.. You can search power options in windows and disable any power saving options related to your monitor.

I would test a new cable. The current description is pointing more towards the monitor, not the PC. Could be a cable, or even the monitor itself dying out.. Well.. Another test you can do is plug in your PC in a TV to check if this happens or not. This way you can confirm it lhas nothing to do with the PC. This test sucks, because I imagine you have no TV near your PC.. You might want to buy a cheap ass monitor on fb MKT place just to use as test / backup..
you should get an AIO where the computer is in the back of the monitor so the next time this issue happens you won't need to troubleshoot you just buy another AIO.
