there's an old general rule, especially in the eruope, amongst warfighters. It's a general rule for 1000's of years.

The political leaders are off limits and usually the generals are as well.

The idea being: that is it really insainely simple to assassinate a leader, even in the way back old times, that once one is down, then it becomes open season on every leader, especially leaders on the other side who started it... and ... all "leaders" don't like that idea...

So, hands off for all... or it's open season on all.
