Anyone that moves to assist will be wrapped up in a civil suit. Those people don't know there's a camera watching. I had a nigger try falling out of his wherlchair right in front of me while I was working in the city with a company truck. I completely ignored him and went on my way. Best decision I could make in that situation.
Yes. I think it is a combination of being the bug people and the years of brutal communism and a shit legal system. They say that is why you see those videos in China of someone runs over a person and they are still alive so they back over them to kill them as it is cheaper to pay for a funeral cost then to pay out compensation to the injured party for the rest of their lives.

Since the body in this video is in the middle of the road and not to the side of it Americans would very likely stop traffic. None of that could be true, or it might be true, but the reason no one cares, is because if in any case, anyone that goes to help immediately becomes liable. This is Chinese law. In most cases it is not because they have no empathy, it is because the government holds every party involved as an accessory to the event.
You may have missed the law party. The government has created a system of accountability that applies to every one. It's law that if you get involved you can be liable for all costs or blame. Even if you are a bystander. Most other communist countries historically never really had this as law.
The issue here has more to do with Chinese law than the morality of Chinese people.
In China, if you were to help that lady, you would be responsible for her injuries and would have to pay her. There is no "good Samaritan law" like we have in the west. The assumption is "if you help her it's because you're responsible for her being injured"
If you hit her and she dies, you will have to pay her family a lump sum. If she is injured and disabled, you would have to pay her regularly for the rest of her life.
