It's not a bad idea to somehow limit the ability of those who would put an undue and unfair strain on the system at the expense of everyone else (not to mention bringing children into a living hell,) but to give the government the power to forcefully-sterilize societal burdens and it won't be long till they expand the definition to include those that create a "systemic form of oppression" -- aka White males -- in the same vein that the CDC declared racism a public health threat.
I would much rather prefer to see it as a one-off arrangement, say, a lump-sum payment in exchange for agreeing to being fixed.
