Get solar panels while you can. The grid can't support even a few electric cars. Soon you're going to need to have some independence from the grid.
Have you looked into biogas generators? They collect methane from decomposing organic wastes than can be burned for fuel. Use a wood stove for heat, build underground for cooling and food preservation. If the grid's out you might as well live according to natural rhythms eliminating a lot of lighting. Solar seems pretty retarded large scale since you can grow stuff where there's sunlight.
As long as its disposed of the right way. Even spent nuclear fuel could be disposed of just all of the red tape makes it difficult. They could dig deep holes in geologically stable rock formations and just leave it down there. Problem solved. That rock will hold it for a billion years in the right places. Still environmentalists complain.

Ok,here's the break down. "Alternatvie energy" is about "looking busy". None of it is supposed to actually work. They need it to not work so they can keep using oil while pretending they're "working on it". It's all part of the con. You're describing a concentrator tower. Usually the medium of energy is actually molten salt which is then used to create the steam for the turbines. It's a lot more complicated than just adding water.
Well,it's a steam engine. You can just use something else to heat it under those conditions. And since Russia can use a solar furnace all year round,winter isn't an issue.
