FYI it's a bad idea to go anywhere near downed power wires. I understand, power's off to the whole area, but even so, it's a good idea to not approach.

Yes. Pure water is an insulator, but flood water conducts pretty well. I recovered a submerged golf cart and felt a pretty good charge (like touching a 9v on your tongue) when my hand was 6 to 12 inches away from the positive terminal which read 50v when I measured it. So if you have 10k volts I imagine it could be felt from 100 to 200 feet away and it would probably be lethal for quite some distance. It doesn't even need to cause cardiac arrest. You could drown in 6 inches of water of water if it immobilizes your muscles. Your feet and legs screw up so you trip and then your hand and elbow are being decommissioned. Pretty soon your face is in the water and moving your body feels like you turned your computer mouse upside down.

Yay. Places in my town got massively fucked by Sandy so Ive seen the power of it. Concrete, metal, trees, houses, trucks. All playthings tossed about and smashed by mother nature. Really amazing.
