In Scandinavian countries you have free university education, but only if you are able to graduate. If you drop out, you have to pay all the fees. I think this is a perfect system for free education.
Uni is free to attend, but you still need a student loan to live off of which pays out once every month like a normal salary. If you pass your classes then 40% of the loan is forgiven and the rest you have to pay back. This is the way it is in Norway, idk about the other places.
