Seen this meme too. Graph-analysis looks for 'linking' websites or 'bottlenecks' in information flow throughout non-mainstream, alternative, and political communities. In otherwords, small "obscure" websites can have a big impact.
And thats why you see paid posters online. On average they make something of around $10-12 an hour. The u.s. army, navy, airforce, fbi, dhs, israeli jidf, british gchq, chinese mss, new zealand, australia, and numerous NGOs all pay for monitoring and interacting/steering communities, both large, and even very small, online.
The most recent estimates put the number of total people employed in the "information-steering" industry, i.e. influencers, puts the numbers north of half a million people globally, with the numbers for the u.s. at somewhere between 15-20k people.
