No, it has to be greater than 30-06 and armor piecing (hardened steel core). Anything less than that, including AP 30-06 will fail to penetrate or lethally deform level 4 body armor.

However, all body armor typically only covers the chest, so you can just shoot lower.

This actually works if they're using ceramics. Don't use ceramics for level 4 plates, just get fit and use steal. Or better yet, don't use anything unless you can find full body armor, as it's pointless if you survive a chest shot if you don't have a head, are bleading out from leg wounds, etc.

Level IV body armor can defeat a . 30-06 AP (armor-piercing) round. This means that Level 4 body armor will also stop all smaller rounds, including armor piercing 308, all pistol rounds (including Five-Seven, 500 magnum, and 50 Action Express), and shotgun slugs

As for what it means, it's some kids meme. I believe "level IV plates" are a type of body armor (except just literal "plates") that's very/most bullet repellant. There's an implication that they're avoiding a potential firefight because of his sturdy plates?

This has nothing to do with games. There are levels of armor plates. Level 4 can withstand a rifle shot. Level 3 cant. Asking if the plates were level 4 is an implied threat. The implication was that he will be shot through his plate.
