Actually this is good point because they do have guided bullets now. And they've had those at least since George w Bush was president because he talked about them and I remember there were some videos showing these guided bullets following a laser to a Target. They can adjust their flight and flight. And I would imagine they have some that are a lot more accurate now and probably could if they wanted it to to graze somebody's ear.

Maybe they've come up with something beyond science fiction writers imaginations? The ear was on a moving and rotating head, so it would have to be pretty amazing tech. A fixed platform with a computerized AI firing system that could anticipate the moment the edge of the ear would be in the line of sight, and then adjust for windage, possibly? The bullet, barrel, and whole firing system would need to be military lab grade too, for that level of precision. Nothing like that on the roof, but maybe below in the building?

The other way could be easily done with no special equipment or tech, just needing some rehearsal to coordinate the moves by the actors.
